Shift Channel

Description	Moves the specified channel by an offset.
Parameters:
X Offset	Horizontal offset in pixels.
Y Offset	Vertical offset in pixels.
Channel	Specifies the channel to shift.
Fill Value	Specifies the channel value to fill the shifted space.
